California governor signs 15 new gun-control bills, incl. America’s worst red-flag law

On Friday, October 11, 2019, California Governor Gavin Newsom, Democrat, signed 15 gun-related bills into law, further tightening the state’s already-stringent Second Amendment restrictions. The laws will take effect Jan. 1, 2020.

The 15 new gun control laws include:

“Red flag” laws:

  • AB 12 by Assemblymember Jacqui Irwin (D-Thousand Oaks) extends the duration of a gun violence restraining order (GVRO) to a maximum of five years.
  • AB 61 by Assemblymember Philip Ting (D-San Francisco) allows an employer, coworker, or an employee or teacher to file a petition requesting a gun violence restraining order. Note that this bill had been vetoed twice by Newsom’s predecessor, Jerry Brown. Even the American Civil Liberties Union (ACLU) opposes this law because AB 61 “poses a significant threat to civil liberties” in that a restraining order can be sought before a gun owner has an opportunity to dispute the request, and because those making a request under the new law may “lack the relationship or skills required to make an appropriate assessment.” (Fox News)
  • AB 164 by Assemblymember Sabrina Cervantes (D-Riverside) holds any person subject to a valid restraining order, injunction, or protective order issued out of state to the same restrictions on buying or possessing firearms in California as they are under in the state where the order or injunction is operative.
  • AB 339 by Assemblymember Jacqui Irwin (D-Thousand Oaks) requires law enforcement agencies to develop and adopt written policies and standards regarding the use of gun violence restraining orders.
  • AB 1493 by Assemblymember Philip Ting (D-San Francisco) authorizes a person who is the subject of a gun violence restraining order to petition to submit a form to the court voluntarily relinquishing their firearm rights.

Laws on firearms sales:

  • SB 61 by Senator Anthony Portantino (D-La Cañada Flintridge) prohibits the sale of a semiautomatic centerfire rifle to any person under 21 years of age, and applications to purchase more than one semiautomatic centerfire rifle in any 30-day period, with a few exceptions.
  • SB 376 by Senator Anthony Portantino (D-La Cañada Flintridge) prevents individuals from selling large numbers of firearms without a license by capping the number of annual sales at 5 transactions or 50 firearms.
  • AB 645 by Assemblymember Jacqui Irwin (D-Thousand Oaks) requires packaging for firearms to contain a warning statement on suicide prevention.
  • AB 879 by Assemblymember Mike Gipson (D-Carson) requires, starting in 2024, that the sale of firearms precursor parts be conducted through a licensed firearms precursor part vendor.
  • AB 1669 by Assemblymember Rob Bonta (D-Alameda) updates existing law by applying the same gun show regulations that already apply to firearms dealers to ammunition vendors, and ensures that sufficient funding is available for firearm regulatory efforts.
  • AB 1297 by Assemblymember Kevin McCarty (D-Sacramento) requires any local authority issuing concealed firearm licenses to charge an applicant a fee sufficient to cover the reasonable costs of processing, issuing and enforcement of the license, and eliminates the existing $100 limit on processing fees for concealed firearm licenses.
  • AB 893 by Assemblymember Todd Gloria (D-San Diego) prohibits the sale of firearms and ammunitions at the Del Mar Fairgrounds in the County of San Diego, the City of Del Mar, the City of San Diego.

Other laws:

  • AB 1548 by Assemblymember Jesse Gabriel (D-Encino) codifies the California State Nonprofit Security Grant Program to improve the physical security of nonprofit organizations that are at high risk of violent attacks or hate crimes due to ideology, beliefs, or mission.
  • AB 1603 by Assemblymember Buffy Wicks (D-Oakland) codifies the California Violence Intervention and Prevention Grant Program to help reduce violence in communities that are disproportionately impacted by violence.
  • AB 521 by Assemblymember Marc Berman (D-Palo Alto) requires, with the adoption of a resolution by the University of California, the UC Firearm Violence Research Center at the University of California, Davis to develop multifaceted education and training programs for medical and mental health providers on the prevention of firearm-related injury and death.

Liberal utopia of California has the highest poverty rate in the nation

From Sacramento Bee: California, typically one of the most prosperous and progressive states, is also one of the poorest.

That’s according to new data from the US Census Bureau that offers insight into the economic status of people in California and the nation. The annual release of survey data measures income, poverty and insurance status.

For California, that means another reminder that the state’s poverty rate of 18.2 percent is exceeded only by Washington DC, which has a poverty rate of 18.4 percent when you account for the cost of living. It accounts for about 1 in every six residents.

The state’s poverty rate in 2018 was about 5 percentage points higher than the national average of 13.2 percent, using the “supplemental poverty measure” that accounts for the cost of living in each state, namely food, clothing, housing and utilities. Only states in the Deep South like Louisiana, Mississippi and Florida came close with poverty rates floating around 16 percent.

In recent years the federal government has released two measures of poverty. The “official measure” is used to determine eligibility for government programs. Researchers, particularly in California, say the supplemental poverty measure best captures the state’s high cost of living.

The state’s share of poor residents has steadily fallen from 20.6 percent in 2015. Policy experts say the data reflect California’s efforts and future challenges.

“The data point to two key challenges for the state. One is that a key driver of our high poverty rate is the relatively high cost of living in a lot of parts of California,” said Sara Kimberlin, a senior policy analyst with the California Budget and Policy Center.

“At the same time, earnings except for those at the highest end of the wage spectrum have seen wages that have not really grown in recent years.”

Overall, the report was a mix of grim and expected new figures. Still, the numbers are a striking contrast to the state’s efforts to combat poverty, raise wages and provide insurance for all its residents.

President Trump proposes addressing California homeless crisis; liberals decry him as “Hitler”

We all know that the homeless crisis in California is bad, very bad. See the NSFW video below.

Demorat-run cities are plagued with streets lined with syringes, feces and urine. There are 124 confirmed cases of typhus in Los Angeles with fears of the Bubonic Plague making a comeback. Even leprosy has found its way back into California!

President Trump’s administration is actually considering doing something to help the people living on the streets of California. From the HuffPo story:

“Trump administration officials were in Los Angeles this week to learn about the city’s homelessness crisis and explore avenues for addressing the broader issue across the state.

Among the proposed options is a plan to clear street encampments in Los Angeles and other cities and move the homeless people into government-run facilities, according to a report by The Washington Post.

The White House did not immediately respond to a request for comment.

Staff from Los Angeles Mayor Eric Garcetti’s office on Tuesday took officials from the White House, the Department of Housing and Urban Development and the Domestic Policy Council on a tour of the city’s skid row.

The group visited several homeless shelters, including a facility that recently opened in South L.A. as part of a new $20 million program called A Bridge Home, according to Garcetti’s office.

“Like many Americans, the President has taken notice of the homelessness crisis, particularly in cities and states where the liberal policies of overregulation, excessive taxation, and poor public service delivery are combining to dramatically increase poverty and public health risks,” White House spokesperson Judd Deere said in a statement.

“In June, the President took action and signed an Executive Order to confront the regulatory barriers to affordable housing development, a leading cause of homelessness,” the statement said. “President Trump has directed his team to go further and develop a range of policy options for consideration to deal with this tragedy.”

The administration’s visit follows months of harsh critique from President Donald Trump over California’s rising homelessness. “We may do something to get that whole thing cleaned up. It’s inappropriate,” Trump said in a Fox News interview that aired in July. He singled out Los Angeles and San Francisco, slamming the “liberal establishment” and saying, “You take a look at what’s going on with San Francisco. It’s terrible.”

State and city officials appeared cautiously optimistic about the talks on Tuesday but called for concrete and appropriate action from the administration.

Nathan Click, a spokesperson for California Gov. Gavin Newsom (D), said in a statement to the Los Angeles Times: “Every level of government — including federal — should step up and put skin in the game. If the president is willing to put serious solutions – with real investment – on the table, California stands ready to talk. He could start by ending his plan to cut food stamps, gut health care for low-income people, and scare immigrant families from accessing government services.”

Severe homeless began during the Reagan administration when he striped funding form mental institutions and patients were put out onto the street and states started busing people to other states and dumping them. Every Republican administration since then has added to the problem by eliminating the social safety nets , housing programs, etc., as much as they could get away with. Trump is probably one of the worse. The government institutions he speaks of will be internment camps out in the desert somewhere with forced labor camps to replace the migrant workers he is keeping out of the country.”

“Looks like Trump is ready to start the round ups. The similarities between Trump wanting to send homeless people to encampments has an uncanny resemblance to Hitler’s roundup of the Gypsies.”

“More fodder for his private concentration camps. I guess kids just aren’t enough.”

Demorat-run Los Angeles: 124 confirmed cases of Typhus amid fears Bubonic Plague is affecting homeless

From Daily Mail: An explosion of rats in Los Angeles has lead to a surge in cases of Typhus and could pave the way for a public health crisis.

According to Reform California, there have been 124 confirmed cases of Typhus in LA County this year.

On top of the increase in Typhus cases, experts fear the return of a disease that wiped out a third of Europe in the 12th century, the Bubonic Plague.

Though the city has only three confirmed cases of the plague in the past 40 years, the conditions on the streets of LA make it a perfect breeding ground for plague carrying rats.

The reason for such a large influx of rats is largely attributed to the city’s increasing homeless population.

According to Dailywire, people living on LA streets grew by 16 per cent between 2018 and 2019. They added that the amount of people without somewhere to live has caused sanitation in problem areas to fall short with trash and feces piling up on the street.

These conditions can attract rodents and cause a perfect breeding ground for rat-borne diseases.

California’s governor, Gavin Newsom, acknowledged the city’s severe sanitation problem, astonished that a medieval disease could be making its rounds in a modern city like LA.

Typhus is most likely to be found in people in close proximity to rodents but other stray animals like cats and opossums also carry the disease. Symptoms typically begin within two weeks of exposure and can include chills, nausea, vomiting, body aches, loss of appetite, stomach pain and rashes.

Without treatment, Typhus can eventually lead to organ failure and death.

Plague, though not as deadly as it was 600 years ago, can still be fatal if left untreated. The most famous symptom is a large pus-filled swelling or ‘bubo’ which grows in the groin or under the armpit. This is usually accompanied by seizures, muscle cramps, fever and chills.

Appears that San Francisco cares more about their homeless criminals than law-abiding citizens

Just like Seattle, it appears that San Francisco has no desire to hold the homeless accountable for their criminal actions.

Both demorat-run cities allow the homeless to rule the streets with no real consequences for their actions. No wonder both cities have become such sh*tholes.

The latest out of San Francisco? A 25-year-old man – with no permanent address in San Francisco – was released from jail after attacking a woman at the front door of her condo building. He was charged with false imprisonment, attempted robbery and misdemeanor battery.

As reported by Katie Dowd at the SF Gate, the perp is to return to court next month.

Um yeah, you can be assured he’ll return for his trial next month. He’s also ordered to stay away from the victim.

According to the victim, police took 30 minutes to arrive. Yet SF Police say they responded in 22 minutes.

The victim tweeted the following to Gov. Newsom:

“@GavinNewsom Please watch this video of me getting attacked at my front door less than 72-hrs ago. The man who attacked me was released this morning because the judge, Christine Van Aken believes that this man is not a danger to our community. “PLEASE SAVE OUR CITY!!”

Beinvenidos a California: Lawmakers agree to health benefits for illegal aliens

From SF Gate: California will become the first state to pay for some adults living in the country illegally to have full health benefits as the solidly liberal bastion continues to resist the policies of Republican President Donald Trump’s administration.

Democrats in the state Legislature reached an agreement Sunday afternoon as part of a broader plan to spend $213 billion of state and federal tax money over the next year. The legislature is expected to approve the deal this week. The agreement means low-income adults between the ages of 19 and 25 living in California illegally would be eligible for California’s Medicaid program, the joint state and federal health insurance program for the poor and disabled.

Only those in that age group whose incomes are low enough to qualify for the program would get the health benefits. State officials estimate that group will be about 90,000 people at a cost of $98 million per year. The state Senate had wanted to expand the proposal to include adults 65 and older, but the Newsom administration argued it would cost too much.

“California believes that health is a fundamental right,” said state Sen. Holly Mitchell, a Los Angeles Democrat who led the budget negotiations.

The move is part of a larger effort to make sure everyone in California has health insurance. The proposal also makes California the first state in the country to help middle-income families pay their monthly health insurance premiums. It means a family of four earning as much as six times the federal poverty level — or more than $150,000 a year — would be eligible to get about $100 a month from the government to help pay their monthly health insurance premiums.

But to pay for part of it, the state will begin taxing people who don’t have health insurance. It’s a revival of the individual mandate penalty that had been law nationwide under former President Barack Obama’s health care law until Republicans in Congress eliminated it as part of the 2017 overhaul to the tax code.

Republicans on the legislative committee negotiating the budget voted against the proposal, arguing it was not fair to give health benefits to people who are in the country illegally while taxing people who are here legally for not purchasing health insurance.

The budget agreement still must be approved by the full state Legislature. State law requires lawmakers to enact a budget by midnight on June 15. If they don’t, lawmakers would lose their pay.

The health care proposals are a win for first-term Democratic Gov. Gavin Newsom, who proposed both of them. Several lawmakers in the Democratic-dominated state legislature wanted to go further by offering health coverage to all adults living in California illegally. But Newsom opposed that, noting it would cost $3.4 billion.

Gov. Newsom proposing individual mandate to shore up Obamacare in California

In December 2017 the individual mandate under Obamacare was repealed via President Trump’s Tax Cuts and Jobs Act of 2017.

Yet residents in California may be forced to again pay a fine if they don’t have health insurance – if Gov. Newsom has his way. He hopes the fine will generate money to subsidize insurance for people (wonder if that includes illegal aliens?).

As reported by Sacramento Bee:

“As the Democrats who run California government hash out the final details of the state budget, some lawmakers and advocates are raising doubts about Gov. Gavin Newsom’s plan to shore up Obamacare with a tax penalty on people who don’t buy insurance.

Newsom’s office argues fining people without insurance, a plan known as the individual mandate, will stabilize the state’s health insurance market and generate money to subsidize insurance for middle-income people. But others say the money it will generate isn’t enough to make health insurance truly affordable, as the governor’s office is planning.

The individual mandate would have affordability exemptions for people who are in the lowest income brackets, but “for some, it’s just not enough, especially in our high cost of living state,” he said.

Newsom proposed reinstating the individual mandate, a key part of the federal health care law that Republicans controlling the federal government have rolled back, to pressure healthy people to buy coverage. Insurance markets rely on those healthy people paying into the system to offset losses from others who require expensive care.

Republicans who voted to roll back the mandate in 2017 argued it was unfair to penalize people who chose not to buy insurance. But without a mandate, Newsom says insurance prices will go up for everyone.

“Without a mandate, you will see an increase in your premiums,” Newsom said during a news conference about his budget plan last month. “I’d like to avoid that.”

From Sacramento Bee: If you’re a woman who’s not being paid as much as your male colleagues, Jennifer Siebel Newsom wants you to complain.

In the first big initiative she’s undertaken since her husband Gavin Newsom became governor, Siebel Newsom on Monday launched a campaign to narrow the gender pay gap in California by educating employers on how to pay workers fairly and telling employees how to report companies that break the rules.

Siebel Newsom says uplifting women and girls is her priority as California’s first partner, the title she uses instead of first lady.

“When we lift up women, we lift up everyone,” she said. “It’s time to close the gap.”

How liberals “lift up women”

She’s leading the Equal Pay California campaign alongside Time’s Up, a group formed amid the #MeToo movement to advocate gender equality in the workplace, and the California Commission on the Status of Women and Girls. It’s aimed at promoting compliance with a state law that took effect in 2016 that strengthened California’s equal pay protections.

California has the smallest gender pay gap in the country, according to the American Association of University Women, but women in the state still make roughly 89 cents for every dollar men make.

Despite California’s progress, Siebel Newsom and others involved with the campaign say the state needs to do more to close the gap.

California has had equal pay protections for decades, but the laws weren’t strong enough, said state Sen. Hannah-Beth Jackson, a Santa Barbara Democrat who wrote the new law that took effect in 2016.

It says employers can’t pay female workers less than male colleagues who do “substantially similar” work, a provision aimed at helping women prove discrimination even if their male counterparts have different job titles. It also bans retaliation against employees for discussing their wages and puts the burden on employers to show they pay men and women equitably.

“Paying women less than men for substantially similar work is a form of wage theft,” California Labor Secretary Julie Su said. “Passing good laws is not the finish line. It puts us at the start of a great race and enforcement is how we win.”

The new campaign is promoting a website with resources for companies, such as guidelines on how to set equitable wages. For employees, it includes information on how to report employers that don’t pay equitable wages to the state, or file a lawsuit against them.

Siebel Newsom, a documentary filmmaker with a long history of advocating feminist causes, announced the campaign at an event at the Capitol on Monday morning, where she also endorsed a paid family leave bill in the Legislature.

How liberals “lift up women”

She touted commitments from 13 California businesses, including Apple and AT&T, to conduct their own internal reviews of their pay practices.

“I believe that there are incredible companies in this state who want to do good and want to do better,” Siebel Newsom said. “Now they have the tools, the resources and no excuses.”

Gov. Newsom wants $25M in taxpayer funds to help migrants at border

I wouldn’t expect anything less from sanctuary California.

From SF Gate: California Governor Gavin Newsom wants to use $20 million of state funds to create an “Immigration Rapid Response Program” that provides aid to migrants who arrive at California’s border.

In his recently-released 2019-2020 budget, Newsom proposed giving $20 million to humanitarian organizations and non-profit entities that currently provide aid to migrants.

“These funds will be available over a three-year period to assist qualified community-based organizations and nonprofit entities in providing services during immigration or human trafficking emergency situations when federal funding is not available,” the budget reads. “These funds will also be available to support the redirection of state-level staff who directly assist in response efforts.”

In addition, Newsom calls for $5 million to be made available immediately for any “immigration-related emergencies” that arise in the 2018-2019 fiscal year. The three-year period in which the $20 million becomes available would begin in July 2019, if approved.

The Los Angeles Times reported that most of the funds would likely go to the San Diego Rapid Response Network, a coalition of human rights organizations, attorneys and community leaders that provides humanitarian aid to migrants near the border.

A recent surge in migrants attempting to seek asylum at the southern border has led many to declare the existence of a “humanitarian crisis.” In December 2018, two migrant children died in the custody of Customs and Border Protection shortly after making the dangerous trek to the US southern border.

Newsom toured an immigration detention facility in San Diego this past November, and said the state of California should do more in providing aid to migrants. “My job is to be constructive … to try to find ways to bring people to the table and to address what legitimately can be described as a humanitarian crisis,” he said at the time. “We’re all in this together … I think we need to humanize this issue, not politicize the issue.”

Newsom’s budget proposal calls only for assisting non-profit organizations in “providing services” to migrants. It is unclear what exactly those services might be or which organizations it will be funding.
