Seattle City Councilmember will introduce legislation to create new mental health and substance addiction first-responder program

Last week Seattle City Council member Andrew Lewis proposed legislation to create and fully fund a new mental health and substance addiction first-responder program. Andrew just assumed office this past January and has spent his career in the public sector.

About Andrew’s proposed legislation, from the City’s web site:

“Councilmember Andrew J. Lewis, Chair of the Council’s Select Committee on Homelessness Strategies and Investments, announced this morning he will introduce legislation to create and fully fund a new mental health and substance addiction first-responder program, based on a Eugene, Oregon program called Crisis Assistance Helping Out On the Streets, or CAHOOTS.

CAHOOTS outreach teams are unarmed and composed of a medic and a mental health crisis worker. They are immediately dispatched by 911 to respond to people experiencing a mental health or substance abuse crisis and can offer counseling, conflict resolution, housing referrals, first aid, and immediate transportation to services.

“When a building is on fire we send the fire department. When someone has a stroke we send an ambulance. Why do we send armed police to help someone in a mental health or drug-related crisis? By the most conservative estimates one in every four people fatally shot by a police officer has a mental illness. This has to stop,” said Councilmember Lewis.

CAHOOTS has been in existence since 1989 and is operated by Eugene’s White Bird Clinic. On an annual basis, CAHOOTS responds to nearly 24,000 calls, representing almost 20 percent of all 911 calls. Out of all those calls, CAHOOTS workers only requested police assistance 150 times in 2019. More than 60 percent of CAHOOTS’ clients are experiencing homelessness. This successful program has saved Eugene on average $8.5 million a year in policing costs and $14 million a year in emergency medical response costs.

We cannot police our way out of poverty, racial inequity, homelessness and our mental health crisis. By diverting these types of calls to CAHOOTS, Seattle has the opportunity to save money and invest in a program that adequately responds to people’s essential needs,” Lewis said.”

CAHOOTs describes themselves as “critical assistance helping out on the streets.”

So how is CAHOOTS making Eugene (Lane County) a better place?

From October 2019: “Eugene has most homeless per capita in US”

From July 2018: For the last 30 years, Lane County’s suicide rate has exceeded the national average.

From July 2016: The Eugene area has one of the highest rates of excessive drinking in the state – 22%. Oregon as a whole has a rate of 19%. Lane County has a fatal overdose rate of 15 per 100,000 residents, resulting in 156 deaths in 2014. This ranks #12 in Oregon.

While democrats are rushing to #defundpolice, this CAHOOTS program is being pushed in the media as an effective model for prioritizing mental health over police.

While CAHOOTs may be saving the city money and de-escalating some situations, I question just how effective the program has been in “enabling people to gain control of their social, emotional, and physical well-being through direct service, education, and community.”

Saving taxpayer costs on emergency response calls may be beneficial yet how much better are the residents/taxpayers of Eugene when – overall and in the long run – homelessness, suicide and substance abuse statistics do not improve? I guess that depends upon your definition of “adequately respond” and “gain control.”

Take a look at one of WA ST Gov. Inslee’s new police force task members

In response to the shootings at CHAZ/CHOP, Washington state Gov. Jay Inslee tweeted the following:

“We are going to take a hard look at how we manage independent investigations of police use of force in WA. Our new task force will recommend actions we can take to create a more just WA. It includes community leaders, impacted family members and law enforcement representatives.”

In this Twitter thread he lists all the members of the task force. This includes Livio De La Cruz – board member, Black Lives Matter SEA-KC.

Let’s take a look at Livio (he/him), shall we? From he/him Twitter bio: “JD Candidate 2022 at SeattleLaw. Freelance #Unity3D Programmer #GameDev, He/Him.”

Yes, Livio is going to study law. Which should make you very nervous considering this tweet by he/him on June 22:

“1. Police kill people
2. Seattle protests this
3. Republicans say, repeatedly, these protestors deserve to be shot and killed
4. White people agree, they bring guns, they shoot, they kill.
5. “It’s the protesters’ fault!”

There’s A LOT of presumptive and unproven statements in this tweet. You’d think a JD candidate would be able to back up all of he/him assertions with some facts, right? Here’s he/him following tweet:

“Do you know what it’s like to have people in power call for your death, to have them shout their bloodlust so loudly that the entire country hears it, only to have everyone blame YOU for the death that results from this?”

I’m no JD candidate yet I did take debate class in high school and learned how to prove my case. Here ‘ya go, Livio:

1. “Police kill people”

Yes, police do kill people. They kill in self defense, a criminal committing a crime, protecting a victim from a criminal, and in some cases of police brutality. They also kill people who are unarmed.

Police have contact with MILLIONS of people throughout the US every year. Last year, according to the Washington Post’s database of police-involved shootings, nine unarmed black people were shot and killed by the police, compared to 19 unarmed white people.

What’s your point, Livio, about “police kill people?”

“Police kill people” is a generic statement. Accidents kill people. Rioters kill people. Drugs kill people. A lot of things kill people.

My point is that police kill less unarmed black people than white. What is your point, exactly?

2. “Seattle protests this”

Yes they do. Seattle protests that police kill people while they also loot, riot and burn down businesses. Because nothing says protestors are against police brutality by creating violence throughout your city.

I would also put forth that your definition of “protests” has been arbitrarily expanded to include the illegal occupation of public/private property and terrorization of fellow tax-paying citizens.

3. “Republicans say, repeatedly, these protestors deserve to be shot and killed”

Please provide evidence where republicans state that PEACEFUL protestors deserve to be shot and killed. We all know that the First Amendment, with qualifiers, applies to protests. Why leave out that one important word? I’ll wait.

For all those “protestors” who riot, loot and burn businesses, yes, they do deserve to be shot. That’s called self defense or affirmative defense, and one has a reasonable right to defend real or personal property. As a JD candidate, do you believe that law-abiding taxpayers and property owners should forfeit their legal rights to protestors?

4. “White people agree, they bring guns, they shoot, they kill.”

Livio, you provide no evidence of this statement. As a JD candidate, you should understand that you have a duty to provide a burden of proof and evidence that establishes the truth of your statement. Produce something that may pause me to consider your claim.

I know of no white person who showed up at the recent Seattle protests with their guns to shoot and kill. I’ll wait for your evidence.

5. “It’s the protesters’ fault!”

In the absence of rules of evidence, I guess this conclusion works for you.

Good luck in law school, Livio. And good luck in the courtroom.

Shocker, not: Shootings surge in NYC amid disbanding of NYPD’s plainclothes anti-crime unit

As if no one could have predicted this…

From NY Post:

Shootings are surging this week in New York City, with 28 incidents and 38 victims reported since Monday — the day the NYPD disbanded its plainclothes anti-crime unit, The Post learned on Friday.

By comparison, the same week last year there were only 12 shootings for the entire week.

“This is what the politicians wanted — no bail, nobody in Rikers, cops not arresting anyone,” one angry law enforcement source said Friday.

“All those things equal people walking around on the street with guns, shooting each other.”

The shooting spree includes at least five murders, sources told The Post.”

America, get ready for your police-free reality: Police have no duty to protect

We all have a notion about what government is suppose to do for us, especially since we give them our hard-earned money in the form of taxes.

Yet when it comes to your protection, you will find that many times your protection comes down to being YOUR RESPONSIBILITY. Because, you know:

When police are sworn in to office, they take an oath to “serve and protect.”

Yet with demorats’ current hostility toward police and their desire to abolish the police, why would one risk their life to protect you?

Did you know that police don’t have a duty to protect? (More on that below).

A resident in Seattle stuck in the middle of “CHOP,” is finding this lesson out the hard way. Watch his Daily Caller interview below:

A case in 1981, Warren vs. District of Columbia, went before a District of Columbia Court of Appeals which determined that the police do not owe a specific duty to provide police services to citizens based on the public duty doctrine.

Warren vs. DC in a nutshell: Women called the Metropolitan Police Department because men broke into their residence. The police came to the residence and one drove by while another knocked on the front door and left after no answer. The officers left five minutes after arriving, without catching the intruders.

The women again called the police and for some reason, the call was not dispatched to police.

The women ended up being held captive by the intruders for 14 hours and were beaten and raped.

The decision (from Wikipedia): In a 4–3 decision, the District of Columbia Court of Appeals affirmed the trial courts’ dismissal of the complaints against the District of Columbia and individual members of the Metropolitan Police Department based on the public duty doctrine ruling that “the duty to provide public services is owed to the public at large, and, absent a special relationship between the police and an individual, no specific legal duty exists”. The Court thus adopted the trial court’s determination that no special relationship existed between the police and appellants, and therefore no specific legal duty existed between the police and the appellants.

Disgraceful, CNN: Guess what’s missing from this story?

On Sunday, CNN tweeted the following: “An investigation is underway after a Hispanic man is shot and killed by a patrol officer with the San Bernardino Police Department Saturday evening, the SBPD announces.”

From their story:

“An investigation is underway after a Hispanic man was shot and killed by a patrol officer with the San Bernardino Police Department Saturday evening, the SBPD announced in a post on Twitter.

Shortly before 8:30 p.m., the San Bernadino Police dispatch received a call about an adult white man waving a gun.

When officers arrived they found a “suspect matching the description” who was holding what appeared to be a black handgun in his hand, according to the SBPD post.”

SF Mayor Breed: I’m a black woman before a mayor; we need allies, not slave owners

San Francisco Mayor London Breed had some interesting things to say at some recent rally and protests. She sounded a little racist to me. But maybe that’s just my white privilege interpretation.

San Francisco Public Press tweeted out snippets of her comments:

“Mayor London Breed tells City Hall protesters she got into office to make real change. “I am hurting like I have never hurt before.”

“Mayor Breed: “We need you to be allies and stop telling black leaders, if you are not black, what the hell to do. I know what to do when it comes to my community. I don’t need a co-signer. I don’t need a slave owner telling me what to do.

She also said this:

Yes, I’m the mayor, but I’m a black woman first.

“But I want to say one thing. I want to say one thing, black lives matter is nobody’s joke. I’m tired of people treating it that way, I’m tired of people masking their racism in black lives matter. It is not a joke, it is not a joke. It is born out of pain, it is born out of racism that we are going to fight against, it is born out of our struggle, our blood, sweat, and tears, for all that we have struggled through in this country. Don’t get it twisted, it is not a joke.”

What does that mean exactly, “I’m a black woman first?”

Does Breed have a loyalty to her race and gender that takes priority above her oath as mayor?

And who exactly is a slaver owner in 2020?

Does she plan to put the priorities of “her community” before that of Hispanics? Whites? Any other race?

Apparently what it means is a reform of the policing community due to “a lack of equity in our society overall [that] leads to a lot of the problems that police are being asked to solve.”

The LA Times reports that Breed has several solutions to police reform to address the lack of societal equity that exists in San Francisco. Oddly enough, San Francisco’s societal inequity and racism hasn’t been solved since 1964, the last time there was a republican mayor of San Francisco. Guess Mayor Breed is going to be the one to finally solve systemic racism in San Francisco.

That includes the following police reforms:

• Ban the use of military-grade weapons against unarmed citizens (I suppose the police are to have X-ray vision to determine if someone is conceal carrying.)
Incorporate testing for bias and potential for abuse of force
• “Reel-back” the release of booking photos

Course the police will most likely have less encounters with citizens as the mayor’s reform includes replacing police with “trained, unarmed professionals to respond to calls for help on noncriminal matters involving mental health, the homeless, school discipline and neighbor disputes.”

You’d think that more than $12 BILLION dollars spent in the last fiscal year would have been enough to end the homeless problem and respond to their needs (which has included medical, social and psychological services; education and outreach services).

I’m sure that re-allocating funds from the police department to address noncriminal issues will solve all of San Francisco’s societal and racial problems. If after 50 years the demorats haven’t been able to fix their problems, I’m sure this black woman knows exactly what to do when it comes to her community. No joke.
