Near the end, a San Francisco politician tries to blame the mess on Republicans, but the journalist stops her. How can the Republicans be responsible for anything in San Francisco? Try finding a Republican in San Francisco. She also blames individual rights guaranteed by the Constitution.

Why would there be a change if it was a Christian country? People make choices. People sin, people do destructive things. You can offer all the love and help and acceptance on the planet, but people will still do the wrong thing. A member of my church spent about 18 years on the street. She had done everything. This is the logical endpoint of the hippie/punk philosophy. It’s on display to its maximum degree because this was the capital of that movement. Freedom = freedom to do drugs, not work, lay around, act like an idiot, etc. The establishment in the Bay Area supports this belief system so it attracts these people. I knew people in the music world, the punk subculture who dreamed of making it out there, and who did make it out there, to live this kind of life.
