Baltimore mayor: Murder rate out of control

In April 2015, encouraged by their black mayor, Baltimore — a majority-black city of roughly 623,000 — erupted into race riots over the death-in-police-custody of Freddie Gray.

The riots plunged Baltimore, the largest city in the State of Maryland, into a state of emergency, wracked by rioting, burning, and looting. 15 buildings were burnt down and many others damaged and looted; 144 cars burnt; pharmacies were looted for drugs; at least 15 police officers were injured; some 200 people were arrested; schools were closed. Business owners, including black owners, fled for their lives, and looters just took what they wanted. One shop-owner said he called police 50 times, but no one came. (Daily Mail)

What began as protests quickly conflagrated into violent riots, in part because the protesters understood Baltimore Mayor Stephanie Rawlings-Blake’s comment, “we also gave those who wished to destroy space to do that as well,” as a permission to riot. The riots’ aftermath was a state of anarchy in Baltimore — in which homicides spiked, police presence was scarce, and residents lived in fear, especially in black neighborhoods. For that matter, the crime spike was not just in Baltimore and Ferguson, but nationwide.

In November 2015, 7 months after the riots, the city admitted a 78% increase in homicides over the same period in 2014, which is more than 100 additional deaths. The surge in killings can be pinpointed to have begun after the riots.

Criminologists and city officials disagree as to the causes for the murder spike:

  • Some say police have deliberately pulled back from poor, black neighbourhoods, a theory that the police disputes.
  • Others blame an influx of drugs from pharmacies looted during the April riots.
  • A third theory is that a decline in trust between the police and the policed has had deadly consequences: fewer residents talk to the police, which leads to fewer murders being solved, which—by lowering the odds of being caught—results in more murders.

Whatever the reason, the killing is continuing.

WJZ CBS Baltimore reports, April 28, 2017, that Baltimore Mayor Catherine Pugh declared the city’s murder rate is out of control. Violence in Baltimore has reached a crisis level of 100 murders before the end of April — the first time that’s happened in 20 years since 1998.

Mayor Pugh is asking for help from the FBI: “Murder is out of control. I’m calling on all the assistance we can possibly get because I can’t imagine going into our summer months with our crime rate where it is today, what that’s going to look like by the end of the summer.”

Pugh met with the special agent in charge of the Baltimore division of the FBI, but wouldn’t provide specifics. She says they’ll come out next week, and the FBI isn’t talking.

WJZ spoke to public safety expert Rob Weinhold, who isn’t sure the FBI alone will be effective: “I don’t think relying on federal resources is a new strategy at all, in fact, I think the devil is in the detail. You can talk about the FBI and that’s fine, but I’d actually like to see more emphasis on drug enforcement administration, ATF, and the Marshall service to get these folks who are wanted on warrants off the street.”

President Trump has advocated sending in feds to stem violence in Chicago and other cities.

The FBI has 56 field offices nationwide and provides assistance in gang and drug cases. The Bureau had helped during the 2015 riots in Baltimore, by using a video-equipped surveillance plane to monitor lawbreakers — which alarmed privacy advocates.

In May 2015, Freddie Gray’s death was ruled a homicide. 6 Baltimore cops, including 3 blacks, were taken into custody. Caesar R. Goodson Jr., the police officer with the most serious charge — that of depraved heart murder — is black.

Separate trails against the six police officers began in December 2015 through July 2016. The trial against Officer William Porter ended in mistrial. Officers Goodson, Nero, and Rice were found not guilty; the remaining charges against the officers were dropped on July 27, 2016. (Wikipedia)

Like another homicidal city, Chicago, Baltimore too has very strict gun laws. In 2013, the Maryland State Assembly passed one of the strictest gun laws in America — the Firearm Safety Act. (NewsMax)

Baltimore has the distinction of being ranked 19th among the world’s 50 most dangerous cities in 2016. (See “U.S. has 4 of world’s 50 most dangerous cities”)

  1. It sounds like Baltimore finally has a Mayor that cares. She isn’t afraid to ask for help at least, unlike the previous mayor that let them run rampant.
    Of course she was chastised by the very guy that is suppose to be the safety director. Why hasn’t he called in for help? Is he deflecting from his responsibility?
    It is a shame to what is happening to our once beautiful and historic cities around the country. I would never visit any of the four on the list.

  3. Well, Baltimore’s Firearm Safety Act sure has made it safer for killers, thieves, arsonists, and every other kind of violent malcontent! I remember when the mayor made the comment about giving people the right to destroy, and I decided she must have been a close relation to Obongo and Jaws (aka Valerie Jarrett). The black people in this country have turned out to be their own worst enemy. They have brought genocide upon themselves, killing their babies, their young people, the elderly, and everyone in between. They have made their own beds, and now they need to lie in them. The city of Baltimore needs to have a fence built around it, in order to keep these hardened criminals from bringing their destruction to other cities and setting fire to homes and businesses like they did near Philly on Monday night.

    But, nevertheless, the white people are to blame for all of it. Oh, and Trump…and the Russians…

  5. The un watches these proceedings closely. They would love to intervene inside the US if the fedz “can’t” curtail all this social injustice. You know, where blacks murder blacks but whites are at fault? Imagine armed un troops, say from China, south America, or muslim lands, on every street corner in town, perhaps even housed inside your home, eating your food, watching your tv, conversing with your daughter. This is the end goal of domestic and foreign enemies.

  6. Legal footnote: There are four levels of criminal malice that can be used to categorize a homicide as a murder.

    Despite its menacing name, “Depraved heart” murder is actually the least malicious of the levels. It means that the person didn’t intend any harm but should have realized that what he was doing had potential to cause great harm.

      Depraved Heart Murder Definition: Where an individual under circumstances evincing a depraved indifference to human life, recklessly engaged in conduct which created a grave risk of death to another person, and thereby caused the death of another person.

      In Robinson v State, Justice Adkins of the Court of Appeals of Maryland relied on this extract of extant jurisprudence:

      Depraved heart murder is the form of murder that establishes that the wilful doing of a dangerous and reckless act with wanton indifference to the consequences and perils involved, is just as blameworthy, and just as worthy of punishment, when the harmful result ensues, as is the express intent to kill itself. This highly blameworthy state of mind is not one of mere negligence. It is not merely one even of gross criminal negligence. It involves rather the deliberate perpetration of a knowingly dangerous act with reckless and wanton unconcern and indifference as to whether anyone is harmed or not.       • The four types of “malice aforethought” required to convict for murder:

        Intent to kill.
        Intent to cause great bodily harm.
        A killing committed in the commission of and furtherance of a felony crime.
        A death resulting from [what you quoted].

        I think it is plain that the first three all involve intent to do harm. Feel free to tell me if I’m wrong.

        The fourth, as I stated previously, involves no intent to do harm, only an extreme amount of recklessness. The quintessential case that law students are taught as an example of “Depraved Heart” murder is shooting a gun into a building without knowing whether or not it is occupied. Compare that to the first three and tell me that it’s worse than any of them.

        The point I intended to make was that the MSM used a loaded legal term (depraved heart) to try to make you think that this death was more tragic than other forms of homicide. This view is demonstrably incorrect.

        • The 4 levels you described neither address nor explain what Justice Adkins of the Court of Appeals of Maryland wrote, which seems to equate “depraved heart murder” with the malice of murder with full intent:
          “Depraved heart murder is . . . just as blameworthy, and just as worthy of punishment, when the harmful result ensues, as is the express intent to kill itself. . . . The common law treats such a state of mind as just as blameworthy, just as anti-social and, therefore, just as truly murderous as the specific intents to kill and to harm.“

          Having said that, I do agree with you on “The point I intended to make was that the MSM used a loaded legal term (depraved heart) to try to make you think that this death was more tragic than other forms of homicide.” Certainly, in his judicial opinion, Justice Adkins did not put depraved heart murder as more malicious or worse than murder with full intent and malice. However, as you pointed out, to the layman, “depraved heart murder” does sound especially heinous. Not to defend the MSM, my guess is that, unlike you, the reporters did not know the legal definition of “depraved heart murder” but went by the ordinary-language meaning of “depraved heart,” thinking it to be an especially horrible and reprehensible form of murder.

          • Thank you, Dr E. I’m content that we’re on the same page. Please don’t think I was in any way condoning depraved heart behavior; this was merely an attempt to educate FOTM readers and thereby equip them to defend against sophistry.

  9. The media (news) keeps referring to riots (racial or anarchy-led) as “unrest” here. As if they were the same things. They also call horrible acts of violence, especially when done by blacks or islamists, as “tragedies”. REALLY? Disgusting the extent to which the media tries to cover up who’s doing what and for what demented reason — the acts or the cover-ups.
    For YEARS, they wouldn’t even show photos of criminals or suspects in heinous crimes here, nor mention their race or color… I suspect for the same reasons. But recently they began again showing suspects’ faces and (when not) occasionally telling us their race or color. So we might all be on the lookout, you know… self preservation. Not sure why they changed back…
    But God forbid we actually make it appear that the majority of persons committing violent crimes in the area are (gasp!) black. Because then, as in most other major metropolitan areas, that would defeat the left’s (and BLM’s) whole lie about how blacks are wrongfully and overly-likely to be arrested, convicted, and jailed for such crimes out of proportion to their percentile in the general population. But they just can’t hide the facts. And it’s nationwide.
    Ditto the numbers of folks causing havoc due to casual drug use. They report every instance of anyone involved in arrest or accident from opioids (generally white, often a long-term pain patient who has been denied those meds for the past year, and as a result has gone looking for anything to quell the pain, usually heroin or something like it). But very little on those abusing marijuana, which is now officially being pushed for recreational legality, despite its known use as a gateway drug, despite knowing how it makes people act, despite knowing it’s got tons more carcinogens in its smoke than tobacco. Society is so messed up in what it wants and fights for, defends and denies…
    BTW, I’m not racist nor trying to get that “agenda” across; I’m just saying give us the FACTS and then DEAL with them; DON’T argue, lie, and cover them up. Ignoring and denying WON’T help ANYBODY or fix ANYTHING. It in fact does the opposite, as with the mayor in Baltimore: it ENABLES evil & hatred. For folks like Cornell West, a “Black Leader” to have come out previously and told blacks to NEVER convict black suspects, regardless of the facts, is just evil and contrary to our moral system of law, justice and civilization. Thank God, he seems to have mellowed out his stance in recent years, probably due to having seen the asinine results it was causing… but others have taken his place now and are offering just as repugnant, racially-hate-filled advice.
    Saying it’s “racist” is just moronic and spiteful of those (of ALL colors) who actually want to get control of something that’s blowing up in our faces as a nation!
    Sorry so long; this is a topic that has been bothering me immensely for decades. It bothers me that it’s even an issue, but folks won’t confront it. The other is blacks’ and education versus sports/entertainment, and how they blame whites for the former but don’t give whites credit for the latter… it’s gotta stop. We have to change what is valued in society and act accordingly, instead of blaming the majority race. Who will they blame when whites are no longer the majority? And Obama did nothing but fuel the fire for 8 long years.
