REQUIREMENT: The total requirement is to provide an estimated 33 million rounds of .223 Remington Caliber SD and 2 million rounds of .223 Remington Caliber EP ammunition in the base year and an estimated 33 million rounds of .223 Remington Caliber SD and 2 million rounds of .223 Remington Caliber EP ammunition in each of four option years in accordance with Attachment 2, Statement of Work for .223 Remington Caliber SD and .223 Remington Caliber EP Ammunition.

The Department of Homeland security has just executed an order for enough rounds of 40 caliber ammunition to kill every man, woman and child in the United States.

A shocking new defense contract entered by the Department of Homeland Security to secure a massive amount of ammunition, with the option for infinite supply and infinite delivery, raises the question of just what they are preparing for? Massive civil unrest? An invasion by a foreign power?

The order is to supply 450 million rounds of .40 caliber ammunition, which is more than one bullet for every single person in the United States.

The contract also comes with the additional caveat that the order is forward-looking, which means it can be revised upward or downward depending on a variety of factors, some of which also happen to contribute to civil unrest — including governmental spending, budgetary policies and economic conditions.

ATK has secured a major Indefinite Delivery/Indefinite Quantity deal to supply up to 450 million rounds of .40 caliber ammunition to the Department of Homeland Security.

The 1 year contract with four option years comes at a time when many Americans believe that DHS, along with certain aspects of the military, will soon turn their sights on the American people during some sort of martial law scenario.

“We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS, ICE,” said Ron Johnson, the president of ATK’s Security and Sporting group,” reported a PR Newswire release.

The Department of Homeland Security has been extremely busy in the last few months.

Whether it be mastering their surveillance of social media, planning to build level 4 bio weapons labs in the middle of the country, defending Globalism, lying to Congress about their big brother policies, labeling people who believe in conspiracy theories as potential terrorists, or taking over cyber security, DHS seems to be actively working against the American people on every front.

Considering this, the fact that they are openly ordering millions more rounds of ammunition should at the very least give the American people pause.

As 2012 continues to move forward and the awakening of the sleeping giant that is the American people kicks into high gear, federal agencies seem hell bent to continue to gear up for a possible confrontation with the people of this once great country.

  1. Oh, fer Christ’s sake. ATK produces over 6.5 BILLION rounds of ammunition per year across all their production facilities. 90 million rounds per year is a drop in the bucket.

      You mentioned that they could use it for training purposes but it was reported here that they are hollow points. Otherwise, you have a point.

      As for the gnashing of teeth and rending of garments. Well, we have a foreign usurper in the White House with an obviously and proven beyond a doubt fraudulent birth certificate and with a phoney social security number and who would not be eligible to be President even if his story were true. Both of his parents need to have been American citizens.

      Said usurper has reaffirmed, yet again, his claim that he is an omniscient dictator who has the right to kidnap, kill,and indefinitely detain American citizens without due process. He also claims the right to enslave Americans and steal energy, water, food, and other resources. This was a Friday executive order that he snuck in at the end of the week. The administration already claimed some of these rights and if that is not enough reason for rending & gnashing, this has been preceded by other totally and unquestionably unconstitutional legislation such as The Patriot Act (so-called by lying criminals), Military Commissions Act, the recent National Defense Authorization Act, and now the usurper’s executive order. People are tortured or sent to other countries (rendition) for the purpose of their torture and this is official policy! We have a so-called Justice Department that allows thugs armed with clubs to insult, intimidate, and drive voters away from the polling place, so long as the armed thugs are black and the victims are white. Holder proudly stated that the totalitarian thought crime Hate Crimes law will not protect whites, just everyone else! This is on the record and on video and is verifiable and I saw and heard it myself.

      The official story is that we were attacked by Arabs who received no aid whatsoever and coordinated from Afghan caves that whole complex operation AND turning airplanes simultaneously in the tiny areas that had no radar coverage even though all of the flights had been delayed at the last minute.


      I do not know if you are here in an official capacity or just on your own time and for your own interest. But I will reiterate: we have plenty of reason for tooth gnashing and rending of garments!

      • Most law enforcement agencies train and qualify with the duty round rather than a substitute FMJ round.

        As for the rest, the Constitution says what it says not what you want it to say. I very seriously doubt you REALLY want the military deciding what is and is not Constitutional in the US, or enforcing laws or running people you don’t like out of home or office.

        Obama may NOT be a citizen, but nobody has proven it conclusively (tho I have my doubts myself), no one has made an adequate case in court and over half the population wants him to be President regardless.

        If you don’t want him to be President in 2012 you need to change the opinion of the people who elected him last time, and I don’t think foam-speckled rants are going to do that.

        Ranting about an innocuous contract that gives federal agents barely enough ammunition to keep proficient certainly won’t do it.


        • I’m not defending DHS at all. In fact, I don’t think it should exist.

          However for now it DOES exist and THIS particular contract is a non-issue. USBP, USGC, FPS, CBP, ICE… probably a dozen Fed LE agencies fall under the DHS banner now, and all the major ones besides USSS use .40S&W sidearms.

          We’re talking about POTENTIALLY 90 million rounds over five years, from a company that produces over 6.5 BILLION rounds per year. If they’re trying to “buy up” the supply, it’s going to take them a while at that rate.

          Again, you do make a lot of good points. If you look at my contributions to this site, you will see that my focus has not been a claim to an ominous nature of this purpose for these particular purchases. However, the whole direction of our government now has been leaps and bounds into absolute tyranny. That is extremely ominous. That you seem to be implying that this is not so and that the government is disregarding the Bill of Rights and other limits on its power in the Constitution IS ominous. Perhaps you are trying to protect a guilty conscience.

          Indeed, I have pointed out that the cup is not half empty but half full with regard to large ammunition contracts. Just as NATO coordinates the use of certain ammunition and weapons, so we can for example, use sidearms and rifles that will allow us to use any spare ammunition that might be around, and indeed, if factories have many contracts for large orders for certain type of ammunition, it might be a good idea to have a weapon that can fire that common ammunition.

          I know what the Bill of Rights and the Constitution in general says. Indeed, you are ascribing positions for me that I have not taken. I am well educated. I speak two foreign languages and I have 81 semester credits in the social sciences, mainly history. I have not interpreted for you so you have no basis for claiming that it does not say what I want it to say. I know what it says, what it means, and that is what I want it to say. I think that on the whole, it is an excellent guide to hold government to its contract with its citizens. Government is only legitimate if it keeps its contract to protect the God-given rights of its citizens. A government that abrogates those rights is an illegitimate government.

          There is only one thing that it does not say that it should say. It should say that those who blatantly and unconstitutionally deny citizens their rights should be punished severely. It would need to be much more specific, however, and not too broad.

          I once heard a D.A. explain that if a law is on the books but it has no penalty, it is not really illegal to break that law even though a state legislature, for example, might say, “it is illegal to practice promiscous group sex.” The legislature is just making a strong moral statement. This is just an example that is actually somewhat similar to a piece of legislation in one of our states. However, there is no penalty so promiscuous swingers really are not doing something illegal, according to that D.A. This is perhaps why W. famously insulted and disparaged The Constitution and therefore the American people.

          I was not asking for military action. I am not. I do not trust the American Military as far as I can thow it (I could probably throw a lot of it’s members about five feet but that is not a threat). I am not even sure who you are or who you work for. If you really are a tank soldier, I don’t know who”s tank soldier you are. For all I know, you are a former tank soldier who moved on to work for Tsayaret Golani and later went on to work for Mossad as a damage control on the internet psyops operative (look it up, there are such). I do not know about you.

          Back to the military comments. I am saying that on several occasions the U.S. military has completely violated the Posse Comitatus Act in the last twenty years and is still doing so. I am saying that most of the power structure in the U.S., police, military, legislative, executive, judicial is complicit in blatant, obvious, and gigantic crimes and violations of the U.S. Constitution and are indeed so brazen and contemptuous of the American Citizens (and their own relatives and progeny) that they have put us in a state of medieval barbarism in which we have even been denied the rights guaranteed by the Magna Carta! I am saying stop being complicit.

          You should read and watch Judge Andrew Napolitano, he makes a lot of good points about the Constitution. Indeed, it is absolutely obvious that any reasonable reading of the Constitution shows that the American (globalist, collectivist scum) power structure is light years away from confining itself to what is allowed under the Constitution. Anybody with even just an average IQ can see that. This does not require a genius. Of course complicit minions who want to assuage their conscience and criminals who knowingly commit crimes and deny us our God-given, if you will (or Natural, if you will not), rights, will not be able to see it. The apathetic scum who do not think that it matters will also not see it. But mark my words, those who support this are creating a Hell on Earth in which their descendants will suffer!

I think that a very strong case has been made and it is obvious that felonies have been committed in faking the birth certificate, hiding that crime, and stealing another person’s social security number. A good starting point for research on the issue would be to read Devy Kidd on the subject. Then read Corsi. Then read their reference citations. I am glad to see that you are rational about the issue, however. For further background on Obama (and God knows much of it is hidden), I recommend Webster Griffin Tarpley’s two books on Obama. I do not agree with Tarpley’s socialism and attacks on libertarian-leaning people but he is an excellent researcher and writer and he has brought many crimes to light.

Many law enforcement officers run into a lot of people talking about their rights who do not know what they are talking about. Guy’s IQ they turned down was 125 (i.e., if you’re smarter than the average college student they expected you’d get tired of being a cop and quit on ’em, taking your expensive training w/ you).     I would like to address the claim made by British Commonwealth subjects here and at other sites that the U.S. drives their policies. No, you are absolutely wrong. Among other centers of power, Chatham House, the Royal Institute of International Affairs, sends marching orders to the Council on Foreign Relations and other organized crime and Fabian Marxist roundtables like the Trilateral Commission, among others. Bilderberg also does this. The U.S. lackeys and those in Australia, New Zealand and elsewhere force these policies on their minions. There are several such powerful and competing organized crime organizations who all want glabal (and they are globalist) centralized collectivist control.

    In World War II, England desperately needed to get its citizens armed, when it feared an invasion by Germany. Unfortunately, England continues to disarm its citizens.

  5. There are the conspiracy theorists going crazy again.

    What my educated guess is that since the wars in Iraq and Afghanistan are winding down and there has been talk of the defense budget being cut dramatically, the military is trying to replenish a massive stockpile of ammunition. The more ammo they can get now, the longer their stockpile will last, and the easier it is to get it done without having to deal with future budget issues. While they still can get away with it, the dept. of homeland security is being used to fill up the armories.

    It’s well known that our military does this. At the beginning of Desert Storm (1990-91) our fighting men were issued ammo that was vintage from the Vietnam era (I know this because I had friends there who opened up cans that were dated 1970). That is because our military had massive stockpiles of the stuff. It’s much easier to respond quickly to a future threat (especially one that develops quickly) if you have the ammo sitting in warehouses ready to go at a moments notice. Plus if you are trying to be sneaky at the beginning of a conflict (for the element of surprise), it doesn’t make much sense start buying massive amounts of Ammo. Lake City Army Ammunition Plant (which is the largest supplier of US Military small arms ammunition) is ran by a publically traded company (Alliant Techsystems ATK on NYSE). So if all a foreign enemy has to do is watch the stock prices of military supply contractors to know when our military is on the move and planning something, the US Military would look pretty stupid.

    The DHS ordering 450 Million rounds of ammo isn’t that crazy when you consider the the above mentioned Lake City Army Ammunition Plant produced nearly 1.4 Billion (thats Billion with a B) rounds of ammo last year (and for many years before that).

    So, if you consider the fact that I know people in my own town that have 40,000 plus rounds of ammo in their private stockpiles, the government stockpiling that much doesn’t sound out of the ordinary at all.

    I feel sorry for those of you that can’t use deductive reasoning to look something instead of jumping into it with a conpiracist eye.

So one can see that some of the State & Local laws are driving the pricing & demand, plus the slew of “Patriot for Profit” types that are carpetbagging around. We have these War Profiteer POS around for every conflict, perceived or actual. Their time will come, albeit, belated. Nothing wrong in making profit, but bankrupting a cause or a person is nothing more than Treason or murder. Crimes that should be dealt with harshly, IMO.

        Maybe it hasn’t affected availability or maybe it hasn’t in some locales. That’s great! I just quickly skimmed the article. I had read an article some time previously in which it was claimed that government officials had tried to prevent gun or ammo sales to the public from legitimate dealers, perhaps connected to the “Fast and Furious” operation and scandal and I didn’t think that I needed to read all of this article. It is said that the devaluation of the dollar and commodities traders cause the price of oil to rise, too. These are smaller time traders but they are a factor.

        Some have claimed that the “Fast and Furious” operation was an operation designed to attack 2nd Ammendment Rights. There apparently is evidence of that. It is certainly important for us to be vigilant about such things. Especially when State governments have been involved in limiting purchases of ammo by law or have attempted to do so. Even if some of these purchases are routine, it is important to be vigilant and also to remember that the cup is half full even when the govt. is making extraordinary purchases. Of course a routine purchase on the part of a bloated and overbearing and huge federal law enforcement and domestic surveillance apparatus is not a good thing. DHS is not a good thing. Carpetbaggers are a pain. We have all kinds of carpetbaggers where I live.

I do remember having read about federal agents trying to block ammo and gun sales particularly along the border areas but also elsewhere and some of it was connected to Fast and Furious, I believe. I read so many news articles on such subjects that it is hard to remember all of the details. I have articles archived, though.

    Researchers have discovered all kinds of connections between coloring and cognitive and emotional factors and other, seemingly unrelated factors, in animals and humans.

    Apparently, the police departments prefer just slightly above average, this is enough to help them do the job. I would guess that anyone above that might be a threat due to their ability to analyze and expose the hypocrisy, criminal behavior, and incompetence that is so common in many departments and in public policy in general nowadays. There have been a lot of warnings about this type of thing in the distopian science fiction of some of the great writers and in the writings of many current elitists who advocate a dumbed down public.     In fact, elitist machinations to prevent competition are well documented. John D. Rockefeller said “Competition is a sin.” This shows elitist attempts to prevent honest competition and to keep truly competent people from competing them (those already in power). It also demonstrates that corporatists and corporations are opposed to and are at odds with a free market, competition, and rewarding and empowering the most competent people. Corporations and free markets are at odds with each other. Rockefeller also said, “Good leadership consists of showing average people how to do the work of superior people.” This could be interpreted in the less inspiring context which we are discussing instead of the conclusion that he was an inspirational leader like Vince Lombardy, especially in the light of his statement on competition.

    The higher ranks probably feel threatened by officers who are much more intelligent than they are and personality tests have shown that frequently police officers are people who crave control and in fact many have scores that are quite similar to convicts in the Penn. This would explain the reaction that many of them have when dealing with a really intelligent member of the public. They go into a rage. They feel inadequate.

    I know that in the academies they claim that they do not work for the public and they ridicule members of the public who say that they do. They have absolute contempt for the public.

    My purpose is not to ridicule people of lower intelligence. In a way it is just the luck of the draw and one’s circumstances in life that create some of these hardships. Obviously gifted people face discrimination, fear, jealousy and vindictiveness, often. I do oppose some of the heavy-handed control freak attitudes in which people are treated like cattle and I think that this kind of policy is based on the mentality of managing people as a herd of domesticated animals. These policies are cultivated from the top down. From the very top of the pyramid.

With American citizens gunning up at record rates and buying ammo by the pallet load, the thugs at the DHS, who have previously been content to grope us at the airport are preparing for the widespread failure of civil authority and wholesale civil disobedience. In short, they know they’re in for a fight. The Supreme Court will announce its decision on the Affordable Care Act by the end of June; just about the time the presidential race is heating up in earnest. I look for our central government to do all it can to provoke a rebellion so that it can declare a state of martial law and further suspend what little is left of habeas corpus and the balance of our civil rights not destroyed by that treasonous piece of legislative detritus, The USA PATRIOT Act.

Are fleets and armies necessary to a work of love and reconciliation? Have we shown ourselves so unwilling to be reconciled that force must be called in to win back our love?     You know why the DHS has bought 450 million rounds of .40 caliber pistol ammunition, which amounts to roughly 1-1/2 rounds for every man, woman and child in the U S, and so do I. They know that the American people are incensed over what we’ve allowed to happen with what used to be a central government. They know that we are well armed and some of us are very well trained in the use of weapons and military tactics. They know that we’re about one metaphorical inch from taking up arms against a government that has become destructive of its stated ends, and now exists only to serve the self interests of those politicians in power in that cesspool of crony capitalism and corruption, the U. S. Congress and the corporations and unions to whom they’ve sold their votes and their souls for campaign contributions. They know that they’re likely going to be called upon to risk their lives against the lives of their own countrymen when, not if the revolution begins.

  15. Shouldn’t we have the right to know why they spent our tax money on so much ammo….unnecessarily? So much for transparent govt NObama promised when he said “change was coming to the American people”. What he meant was a change to Socialism….

  17. This is not target practice ammo. This is much more expensive murder ammunition, and any soldier take prisoner in possession of such “dum-dums” would usually be summarily shot as a war criminal, not one who is protected by the Geneva Convention. This is against all the laws of war and peace!
