Treasury Ran $98 Billion Deficit in July–But Debt Stayed Exactly $16,699,396,000,000

Now you don’t think our government would violate the law would you? I mean if the number stays the same,That would mean the debt was just $25 million below the legal limit of $16,699,421,000,000 that was set in a law passed by Congress and signed by President Barack ObamaNa, they wouldn’t do that .

(CNSNews.com) – The Treasury Department‘s Financial Management Service (FMS), which publishes both the federal government‘s official Daily Treasury Statement and its official Monthly Treasury Statement, is reporting that in July the federal government ran a deficit of $98 billion but that the federal government’s debt remained exactly $16,699,396,000,000 for the entire month.

in its Daily Treasury Statements, which are published every business day. The Daily Treasury Statements show the daily value of the federal government debt that is subject to a legal limit set by Congress.

At the static $16,699,396,000,000 level that the Treasury reported for every day of July, the debt was just $25 million below the legal limit of $16,699,421,000,000 that was set in a law passed by Congress and signed by President Barack Obama.

If Treasury’s daily statements were to declare that the government had borrowed an additional net $98 billion to cover the $98 billion deficit the Treasury declared in its monthly statement for July, the Treasury would be conceding that the government had already surpassed the legal limit on the debt–and has been violating the law by continuing to borrowing additional money.


Instead, even as the Treasury was running up the $98-billion deficit it reported in the July Monthly Treasury Statement, every one of the 22 Daily Treasury Statements published for July said the Treasury had closed out the previous business day with exactly $16,699,396,000,000 in debt.

The Daily Treasury Statement for Aug. 12, released Tuesday afternoon, says the debt remained stuck at exactly $16,699,396,000,000 during the first 12 days of this month, too.

On May 17, the first day the Treasury reported that the debt had hit exactly $16,699,396,000,000–and was thus just $25 million below the legal limit–Treasury Secretary Lew sent a letter to House Speaker John Boehner saying he was beginning to implement what he called “the standard set of extraordinary measures” to prevent the Treasury from exceeding the legal limit on the federal debt.

Since Lew sent that letter–announcing that he would use “extraordinary measures“–the debt has remained stuck at exactly $16,699,396,000,000 for 87 straight days.

That includes all 31 days in July when Lew’s Treasury says it was running a $98 billion deficit.

When Lew stops using “extraordinary measures” to keep the debt at exactly $16,699,396,000,000, the government will have another debt-limit crisis.

By what authority did President Obama decide to exempt members of Congress and their staffs from a provision of Obamacare that would deny them their federal subsidy and and make them buy insurance on the exchanges like everyone else?

Obama, as has been widely reported, promised Congress the other day that he would personally see to it that the federal benefit, which pays 75 percent of premiums, would be preserved even after Congress is forced onto the exchanges.

Lawmakers were complaining of a potential “brain drain” as high quality staffers left Capitol Hill instead of ponying up thousands more for health insurance.

Let’s be clear. Other brains would certainly have replaced the parting brains on Capitol Hill. It’s a cool job – makin’ laws for the rest of us – that others would have done before cashing in their padded resumes and scoring tons of dough in the private sector. The problem wasn’t a brain drain. The problem was a money drain.

And so, lo and behold, the administration’s Office of Personnel Management has dutifully determined that Congress will keep its taxpayer-funded health care gift.

According to the Wall Street Journal, OPM has no authority to pay for plans on the exchanges, which are not part of the Federal Employees Health Benefits Program.

This latest White House night at the improv is also illegal. OPM has no authority to pay for insurance plans that lack FEHBP contracts, nor does the Affordable Care Act permit either exchange contributions or a unilateral bump in congressional pay in return for less overall compensation. Those things require appropriations bills passed by Congress and signed by the President.

The White House, the WSJ notes, was eager to issue a decree instead of pursuing a legislative fix that would have uncomfortably opened up the Obamacare can of worms and invited Republican mischief.

So, as it has so often done when the law is inconvenient, the Obama administration has decided the laws are for stupid people.

WASHINGTON, March 7—Under question from Sen. Sessions at a Senate Armed Services Committee hearing today, Defense Secretary Leon Panetta and Joint Chiefs of Staff Chairman Gen. Martin Dempsey indicated that “international permission,” rather than Congressional approval, provided a ‘legal basis’ for military action by the United States.

Congressman Walter Jones (R-NC) is doing something about this.

On March 7, 2012, Jones introduced H. Concurrent Resolution 107, which calls on the House, the Senate Concurring, to prevent Obama from starting another war without authorization from Congress. The resolution was referred to the Committee on the Judiciary on March 7.

Rep. Jones’ resolution states that any use of military force by Obama without explicit consent and authorization of Congress constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.

Since 2003 there have been 8 attempts by Congress and Senate to ..Ahh, amend what article 2 section 1 . They have been setting this up for skippy all along. Democrat Congressman Compares Obama To A King!

OK, when UberLib Nadler Rips skippy, you know we have problems.

The moment would be surreal were it not so reminiscent: An arrogant Democratic president had committed an impeachable offense, lied to the American people, and dared Congress to do anything about it. Incensed congressmen of both parties asked, negotiated, and threatened until they realized they had no alternative but to take action. Then, the Republican leadership stepped in to save their party’s, and their country’s, worst enemy.

This is not a Clinton-era flashback but a rehearsal of this week’s actions in Congress.

Barack Obama’s indiscretion is more serious than a stained dress and a lie under oath during a civil trial. Obama sent an already overstretched American military to take sides in the Libyan civil war, as part of the NATO operation known as Operation Odyssey Dawn. Now, well over 60 days into the fight, the war proceeds with no sign of Congressional approval and a promise of “no let-up.”

By the most liberal reading of the War Powers Resolution, this is illegal. Yet when Congress decided to act, the Republican leadership came to the rescue.
