Iraqi Bill To Legalize Child Marriage Criticized

AOL.com: A contentious draft law being considered in Iraq could open the door to girls as young as nine getting married and would require wives to submit to sex on their husband’s whim, provoking outrage from rights activists and many Iraqis who see it as a step backward for women’s rights.

The measure, aimed at creating different laws for Iraq’s majority Shiite population, could further fray the country’s divisions amid some of the worst bloodshed since the sectarian fighting that nearly ripped the country apart after the U.S.-led invasion. It also comes as more and more children under 18 get married in the country.

“That law represents a crime against humanity and childhood,” prominent Iraqi human rights activist Hana Adwar told The Associated Press. “Married underage girls are subjected to physical and psychological suffering.

Iraqi law now sets the legal age for marriage at 18 without parental approval. Girls as young as 15 can be married only with a guardian’s approval.

The proposed new measure, known as the Jaafari Personal Status Law, is based on the principles of a Shiite school of religious law founded by Jaafar al-Sadiq, the sixth Shiite imam. Iraq’s Justice Ministry late last year introduced the draft measure to the Cabinet, which approved it last month despite strong opposition by rights groups and activists.

The draft law does not set a minimum age for marriage. Instead, it mentions an age in a section on divorce, setting rules for divorces of girls who have reached the age of 9 years in the lunar Islamic calendar. It also says that’s the age girls reach puberty. Since the Islamic calendar year is 10 or 11 days shorter than the Gregorian calendar, that would be the equivalent of 8 years and 8 months old. The bill makes the father the only parent with the right to accept or refuse the marriage proposal.

Critics of the bill believe that its authors slipped the age into the divorce section as a backhanded way to allow marriages of girls that young. Already, government statistics show that nearly 25 percent of marriages in Iraq involved someone under the age of 18 in 2011, up from 21 percent in 2001 and 15 percent in 1997. Planning Ministry spokesman Abdul-Zahra Hendawi said the practice of underage marriage is particularly prevalent in rural areas and some provinces where illiteracy is high.

Also under the proposed measure, a husband can have sex with his wife regardless of her consent. The bill also prevents women from leaving the house without their husband’s permission, would restrict women’s rights in matters of parental custody after divorce and make it easier for men to take multiple wives.

Parliament must still ratify the bill before it becomes law. That is unlikely to happen before parliamentary elections scheduled for April 30, though the Cabinet support suggests it remains a priority for Prime Minister Nouri al-Maliki’s administration. Al-Maliki is widely expected to seek a third term.

Baghdad-based analyst Hadi Jalo suggested that election campaigning might be behind the proposal. “Some influential Shiite politicians have the impression that they should do their best to make any achievement that would end the injustice that had been done against the Shiites in the past,” Jalo said.

The formerly repressed Shiite majority came to power after the 2003 U.S.-led invasion that ousted Saddam Hussein’s Sunni-led regime. Since then, Shiite religious and political leaders have encouraged followers to pour in millions into streets for religious rituals, a show of their strength.

Iraqi Justice Minister Hassan al-Shimmari, a Shiite, has brushed off the criticism of the bill. His office introduced a companion bill that calls for the establishment of special Shiite courts that would be tied to the sect’s religious leadership.

Al-Shimmari insists that the bill is designed to end injustices faced by Iraqi women in past decades, and that it could help prevent illicit child marriage outside established legal systems. “By introducing this draft law, we want to limit or prevent such practices,” al-Shimmari said.

But Sunni female lawmaker Likaa Wardi believes it violates women’s and children’s rights and creates divisions in society. “The Jaffari law will pave the way to the establishments of courts for Shiites only, and this will force others sects to form their own courts. This move will widen the rift among the Iraqi people,” Wardi said.

New York-based Human Rights Watch also strongly criticized the law this week.

“Passage of the Jaafari law would be a disastrous and discriminatory step backward for Iraq’s women and girls,” deputy Middle East director Joe Stork said in a statement. “This personal status law would only entrench Iraq’s divisions while the government claims to support equal rights for all.”

It is unclear how much support the bill enjoys among Iraqi Shiites, but Jalo, the analyst, believes that it would face opposition from secular members of the sect.

Qais Raheem, a Shiite government employee living in eastern Baghdad, said the draft bill contradicts the principles of a modern society. “The government officials have come up with this backward law instead of combating corruption and terrorism,” said Raheem who has four children, including two teenage girls. “This law legalizes the rape and we should all reject it.”

The Navy Jack is the ‘don’t tread on me’ flag, one that has earned a revered place in America’s naval history and a beloved place in sailor’s hearts, through its use for over two centuries. This symbol of America’s naval ferocity has spanned our country’s entire existence, flying from the masts of the Continental Navy during the war of independence, to today’s War on Terror. In fact, an amendment to the Navy code called SECNAV Instruction 10520.6 clearly states that as of 31 May 2002 all ships are to fly the flag throughout the duration of the War on Terror.

So why would ranking SEAL commanders ban the historical symbol? Is the proverbial top bass banning the flag? Is President Obama?

Clearly the administration and sycophant “top brass” officers have degraded America’s military prestige; from hand-tying rules of engagement, to uniform regulations that make our military allegedly more compatible with foreign forces, to the banning of an awe-inspiring flag that traces its roots to the first U.S. Navy. We have a civilian-led military, but why should our ranking commanders be complicit in the administration’s war on it? Why don’t they stand up to Obama and his leftist cronies?

During my two deployments to Iraq, “Don’t  Tread on Me” was a phrase seen on nearly every uniform and platoon space — including mine. From patches to flags to large paintings on concrete barriers, our commanders themselves wore the insignia on their sleeves — until now.

Perhaps this is why so many of my former teammates felt compelled to send me the email below. They may not be able to expose the administration’s travesty, but I can. The email, dated October 22, reads:

ALL:

WARCOM and GROUP TWO/ONE have pushed out the uniform policy for NWU III and any patches worn on the sleeve.

All personnel are only authorized to wear the matching “AOR” American Flag patch on the right shoulder.  You are no longer authorized to wear the “Don’t Tread On Me” patch.

Again the only patch authorized for wear is the American flag on the right shoulder. Please pass the word to all

After reading the email, I first wondered, ‘why?’ (Actually, first I headed to the gym to take out my frustration and anger on some unsuspecting weights with the fury and intensity only a former Navy SEAL can exert.) Why would our leaders sell out our heritage? Why would they rob present and future sailors of our battle cry?

When a friend of mine asked his leadership the same question, he was told, “The Jack is too closely associated with radical groups.” We must assume that this thought policeman embedded in the SEAL community is speaking of the Tea Party, whose flag (which also dates from the American Revolution) depicts a snake with the same defiant slogan as The Navy Jack.

This begs yet another question: Who defines “radical group”? The last time I checked, all military personnel are under oath to “support and defend the constitution against all enemies, foreign and domestic.” The Tea Party stands for constitutional rights and founding principles of civil liberties and limited government. Radical? Not unless you’re a leftist hell-bent on destroying the foundations of our country. Or as the President has stated as the objective of his presidency, “to fundamentally transform” America.

My friends asked me what they should do about this order. I answer them by saying, “You took an oath to defend this country from enemies foreign and domestic. Will you put your career before country? Will you put your career before your sacred oath?” I cannot tell anyone how to respond. I can tell you though that an enemy — foreign or domestic — that tries to take the Navy Jack from my uniform could only do so by ripping the patriotic patch from the uniform of my cold, dead body.

We all have choices to make. The Obama administration and the yes-men top brass have decided to wage war on our Navy’s heritage. Will the SEALs choose to defend that heritage and defy them, with all the impertinence the flag’s slogan implies? Or will they be tread upon?

In reversal, Obama says he will boost US military support in Iraq

Stars and Stripes: Facing a deadly resurgence of al-Qaida in Iraq, President Barack Obama signaled Friday that he will begin increasing U.S. military support for Baghdad after five years of reducing it.

The new U.S. plan represents a remarkable shift for Obama, whose administration trumpeted the 2011 withdrawal of the last U.S. troops from Iraq as a major achievement and has since shifted its attention to other regional challenges, such as Syria, Egypt and the Israeli-Palestinian conflict.

After a White House meeting with Iraqi Prime Minister Nouri al-Maliki, Obama said he shares al-Maliki’s fears about militants’ growing foothold in Iraq’s western province and will join the Iraqi leader’s effort to crack down. Administration officials said this would include growing intelligence support and new weaponry.

“We had a lot of discussion about how we can work together to push back against that terrorist organization that operates not only in Iraq, but also poses a threat to the region and to the United States,” Obama said.

Closer cooperation also marks an abrupt turnaround for al-Maliki, who openly opposed reaching a deal to keep even a limited number of U.S. soldiers in Iraq after 2011, insisting the country could take care of itself.

After nine years of U.S. occupation, the prospect of closer U.S. military ties remains deeply unpopular with the Iraqi public. But violence in Iraq last month surged to the highest level since 2008, with 964 Iraqis killed, and some fear the country is slipping back into civil war.

Al-Maliki badly needs the kind of help his country received from Washington from 2006 to 2009 in battling Sunni extremists. And the Obama administration, despite a deep reluctance to be further entangled in the Middle East, believes it cannot afford a further strengthening of the al-Qaida affiliate, called the Islamic State of Iraq in the Levant, which has been held responsible for the deaths of 7,000 Iraqis this year alone.

Administration officials say that while they are not ready to send soldiers to Iraq, they will push for Congress to give Iraq the Apache helicopters, missiles and other equipment it is seeking, and will step up intelligence support so that they can help find and destroy the al-Qaida bases.

The group “has a presence in terms of camps and training facilities and staging areas that the Iraqi forces are unable to target effectively,” said a senior administration official who declined to be named because of the sensitivity of the issue. Officials said they believe that al-Qaida, once strongly established in the region, could seek to strike not only in Iraq, but far from its regional base.

The turmoil in Syria has added to the instability, with fighters and weaponry crossing over the border into Iraq.

The plans for Iraq illustrate the challenges facing the White House in its efforts to limit its involvement in the Middle East. While the Obama administration has declared that it will not allow Middle East problems to consume the remainder of its three years in office, events in the region continue to draw attention.

Al-Maliki, who has not visited the White House for two years, spent the week in Washington lobbying administration and congressional officials for more arms, intelligence help and training. Iraqi officials said they did not ask for Special Forces or CIA advisers, but are not ruling out such things for the future. American drone strikes, carried out with the support of al-Maliki’s government, are another option.

Al-Maliki’s critics, who see the Shiite leader as increasingly autocratic and unwilling to share power with Iraq’s Sunni and Kurdish minorities, oppose increased American security support, fearing he might use American weapons to attack his domestic political rivals. But al-Maliki’s aides said Iraq could turn to other world powers if the United States turns down its request.

In his appearance with Obama, al-Maliki said: “We have a friendship agreement, and we have a Strategic Framework Agreement, and we need to activate them.”

Many members of Congress left meetings with al-Maliki this week angry and frustrated that the Iraqi leader has not done more to foster an inclusive government with his rivals, and they complained that Iraq continues to allow Iran to fly arms over its airspace to help the Syrian government against rebels there.

Senior U.S. officials say that Iraq has been reducing the number of Iranian overflights and that they will press al-Maliki to curtail them further as part of the increased coordination.

This week, the heads of the Senate Armed Services and Foreign Relations committees wrote a letter to Obama pressing him to demand more concessions from al-Maliki. Yet they urged further U.S. counter terrorism assistance.

The new terrorist threat is highly sectarian, killing Shia civilians even in playgrounds, and at weddings and funerals. There were 38 suicide attacks in October alone, officials say.

U.S. officials are arguing to Iraq that it cannot relieve the threat by military attacks alone, and needs to work with Sunni leaders and give them more power, as it did during the height of the carnage in 2006-2008. Iraqi officials told their U.S. counterparts that they are willing to try this approach.

Obama gently pressed for more inclusivity from al-Maliki, whose government fears a return to power of the Sunni leaders who dominated the Shia majority during the rule of Saddam Hussein. “We are deeply committed to seeing an Iraq that is inclusive, is democratic, and is prosperous,” Obama said.

Al-Maliki closed his comments by saying, for the first time in English, “So I might see you in Iraq?” “Maybe sometime soon,” Obama replied quietly, according to a transcript.

First Army officer from operations in Iraq, Afghanistan to receive Medal of Honor

US Army: Former Army Capt. William D. Swenson will be presented the Medal of Honor by President Barack Obama in a White House ceremony Oct. 15, making him the sixth living recipient of the nation’s highest military award for valor during combat in Iraq or Afghanistan.

The Washington State native will receive the Medal of Honor for his conspicuous gallantry at the risk of his life above and beyond the call of duty, Sept. 8, 2009, during combat operations against Taliban insurgents in Kunar Province, Afghanistan.

“It’s a monumental event for me, for my family and for my teammates,” Swenson said after receiving word directly from Obama. “This day also means a lot to those I served with.”

During his second tour in Afghanistan, Swenson served as an embedded adviser with the Afghan Border Police Mentor Team in support of 1st Battalion, 32nd Infantry Regiment, 3rd Brigade Combat Team, 10th Mountain Division. He was tasked with mentoring members of the Afghan National Security Forces.

On the morning of Sept. 8, 2009, Swenson and his team moved on foot into the rural community of Ganjgal for a meeting with village elders. It was then he and his team were ambushed by more than 50 well-armed, well-positioned insurgent fighters.

As the enemy unleashed a barrage of rocket-propelled grenades, mortar and machine gun fire, Swenson returned fire, coordinated and directed the response of his Afghan Border Police soldiers, and simultaneously tried to call in suppressive artillery fire and aviation support.

After the enemy effectively flanked Coalition Forces, Swenson repeatedly called for smoke to cover the withdrawal of the forward elements. Surrounded on three sides by enemy forces inflicting effective and accurate fire, Swenson coordinated air assets, indirect fire support and medical-evacuation helicopter support to allow for the evacuation of the wounded.

Swenson ignored enemy radio transmissions demanding surrender and maneuvered uncovered to render medical aid to a wounded Soldier, Sgt. 1st Class Kenneth W. Westbrook. Swenson stopped administering aid long enough to throw a grenade at approaching enemy forces, then assisted with moving Westbrook for air evacuation.

After using aviation support to mark locations of fallen and wounded comrades, it became clear that ground recovery was required due to the proximity of heavily-armed enemy positions to potential helicopter landing zones.

With complete disregard for his own safety, Swenson voluntarily led a team into the kill zone, exposing himself to enemy fire on three occasions to recover the wounded and search for missing team members.

Returning to the kill zone a fourth time in a Humvee, he exited the vehicle, evaded a hail of bullets and shells to recover three fallen Marines and a Navy corpsman, working alongside then-Marine Corps Cpl. Dakota Meyer, who on Sept. 15, 2011, received the Medal of Honor for his own actions in the battle.

After six hours of continuous fighting, Swenson rallied his teammates and effectively disrupted the enemy assault.

Swenson was commissioned a 2nd lieutenant following graduation from Officer Candidate School on Sept. 6, 2002. His military training and education includes the infantry Maneuver Captains Career Course, Ranger Course, Infantry Officer Basic, Infantry Mountain Leader Advanced Marksmanship Course and Airborne School.

Security inside Iraq is unraveling at an alarming pace, and al Qaeda terrorists there aren’t just pulling the thread; they’re setting it on fire.

More than 1,000 Iraqis were killed in bombings and shootings last month, making July the deadliest month since violence between Sunni and Shiite Muslims peaked from 2006 to 2008, the United Nations says.

On Thursday, gunmen stormed a policeman’s home in Tikrit and killed him, his wife and their three children. When neighbors later approached the house, a nearby car bomb exploded and killed eight people — a noted al Qaeda tactic, though the terrorist group has not claimed responsibility for the attack.

In the past week alone, more than 85 Iraqis have been gunned down or blown up.

“We are certainly seeing a rise of al Qaeda in Iraq,” said Anthony Cordesman, a defense analyst at the Center for Strategic and International Studies.

Jessica Lewis, a research director at the Institute for the Study of War, said in a recent report that al Qaeda in Iraq is “now setting the terms of battle in Iraq for the first time since 2006.”

Nouri al-Maliki. Its insurgency is part of a trend in which the global terrorist network’s affiliates have asserted themselves throughout the Arab world.

This week, the U.S. Embassy in Baghdad and the American consulates in the Iraqi cities of Basra and Erbil were among more than two dozen U.S. diplomatic facilities in the Middle East, Asia and Africa that were closed because of concerns about an imminent terrorist attack. The facilities in Iraq reopened Monday.

“The growing Sunni rebellion in Iraq has fueled the resurgence [of al Qaeda in Iraq], as has the fact that the U.S. isn’t there providing intelligence, backstopping the Iraqi security forces or continuing to train and keep up their skill levels,” said Kenneth Katzman, an analyst of Middle Eastern affairs at the Congressional Research Service.

An Iraqi Embassy spokesman in Washington did not respond to a request for comment.

Bradley Manning Trial Verdict: Acquitted of Aiding The Enemy, Convicted On Lesser Charges.

FORT MEADE, Md. — A military judge Tuesday acquitted Pfc. Bradley Manning of aiding the enemy — the most serious charge the Army intelligence analyst faced for leaking hundreds of thousands of classified military reports and diplomatic cables.

Manning was convicted on nearly all of the lesser charges considered by the judge, Army Col. Denise Lind, in connection with the largest breach of classified material in U.S. history.

The suspense at the court martial session was limited because Manning previously pled guilty to 10 of the 22 counts he faced. Those charges carry a potential sentence of 20 years. The aiding-the-enemy charge can lead result in a sentence of up to life in prison or event to the death penalty, but the military did not seek capital punishment in Manning’s case.

If convicted on all charges apart from aiding the enemy, Manning faced a potential sentence of up to 154 years.

Manning did not dispute the fact that he sent WikiLeaks most of the material that led to the charges against him. However, his defense argued that some of the counts were legally flawed.

The Army intelligence analyst was arrested in May 2010 in Iraq at a forward operating base where he studied threats in a section of Baghdad. He’s been in custody since.

As soon as Wednesday, the court martial is expected to move into a sentencing phase. Prosecutors are expected to call witnesses demonstrating the harm caused by Manning’s disclosures, while the defense will seek to undercut that evidence and argue for leniency.

Lind ruled in January that Manning is entitled to a sentencing credit of nearly four months as a result of what she determined was unnecessarily harsh treatment the intelligence analysts received during his almost nine-month stay at a Marine Corps brig in Quantico, Va.

Manning’s case is one of an unprecedented flurry of leak-related criminal prosecutions brought under the Obama administration. A total of seven such cases have been brought in the past four and a half years, more than double the number of such cases in all prior administrations combined.

The administration expressed no regret about its handling of the recent wave of cases until earlier this year, when extensive attention to the Justice Department’s seizure of Associated Press phone records and a search warrant for a Fox reporter’s emails in a leak investigation led to a review of longstanding guidelines for such probes.

After an internal review, Attorney General Eric Holder changed DOJ policies to make it more difficult to access journalists’ work materials in instances where they are not the target of an investigation.

However, the case against Manning was prosecuted in the military justice system, which is separate from the civilian courts.

That, Mr. Obama is the “Muslim heritage” in America.

School Visit

After delivering a speech at an elementary school, the president lets the kids ask a few questions. One little boy, Joe raises his hand and asks, “How come you invaded Iraq without the support of the United Nations?”

Just as the president begins to answer, the recess bell rings and he says they’ll continue afterward. 25 minutes later the kids come back to class.

“Where were we?” says the president. “Oh, yes… do you kids have any questions?”

Another boy raises his hand and says, “I have three questions: First, why did you invade Iraq without support from the U.N.? Second, why did the recess bell go off 30 minutes early? And third, where is my buddy Joe?”

Trainee Blondes Detectives

A policeman was interrogating 3 blondes who were training to become detectives. To test their skills in recognizing a suspect, he shows the first blonde a picture for 5 seconds and then hides it. “This is your suspect, how would you recognize him?

The first blonde answers, “That’s easy, we’ll catch him fast because he only has one eye!” The policeman says, “Well…uh…that’s because the picture shows his side profile.”

Slightly flustered by this ridiculous response, he flashes the picture for 5 seconds at the second blonde and asks her, “This is your suspect, how would you recognize him?”

The second blonde giggles, flips her hair and says, “Ha! He’d be too easy to catch because he only has one ear!” The policeman angrily responds, “What’s the matter with you two?!? Of course only one eye and one ear are SHOWING because it’s a picture of his side profile!! Is that the best answer you can come up with?

Extremely frustrated at this point, he shows the picture to the third blonde and in a very testy voice asks, “This is your suspect, how would you recognize him?” He quickly adds”… think hard before giving me a stupid answer.”

The blonde looks at the picture intently for a moment and says, “Hmmmm…the suspect wears contact lenses.” The policeman is surprised and speechless because he really doesn’t know himself if the suspect wears contacts or not. “Well, that’s an interesting answer…wait here for a few minutes while I check his file and I’ll get back to you on that.”

He leaves the room and goes to his office, checks the suspect’s file in his computer, and comes back with a beaming smile on his face.

I think it should be the goal of every Canadian to be tolerant regardless of their religious beliefs. Thus the mosque should be allowed, in an effort to promote tolerance.”

“That is why I also propose that two nightclubs be opened next door to the mosque, thereby promoting tolerance from within the mosque. We could call one of the clubs, a gay club, ‘The Turban Cowboy,’ and the other a topless bar called ‘You Mecca Me Hot.’”

“Next door should be a butcher shop that specializes in pork, and adjacent to that an open-pit barbecue pork restaurant, called ‘Iraq o’ Ribs.’”

“Across the street there could be a lingerie store called ‘Victoria Keeps Nothing Secret,’ with sexy mannequins in the window modeling the goods.”

“Next door to the lingerie shop there would be room for an adult sex toyshop, ‘Koranal Knowledge’ its name in flashing neon lights, and on the other side a liquor store called ‘Morehammered.’”

“All of this would encourage Muslims to demonstrate the tolerance they demand of us, so their mosque issue would not be a problem for others.”

13% of Americans believe Obama is the Antichrist

Matt Berman reports for National Journal, April 2, 2013, that a new poll by Public Policy Polling found that 13% of registered American voters surveyed believe the POS is the Antichrist, while another 13% are not sure.

The poll of 1,247 registered American voters was conducted from March 27-30, 2013, through automated telephone interviews. The margin of error for the overall sample is +/-2.8%.

Some other findings of the poll (here’s the survey in pdf):

  • 4% of respondents believe shape-shifting reptilian people control our world by taking on human form and gaining power.
  • 5% of respondents believe Paul McCartney died and
    was secretly replaced in the Beatles in 1966.
  • 7% of those surveyed do not believe the moon landing was fake and that astronauts Neil Armstrong and Buzz Aldrin had ever really landed on the moon.
  • 11% are not sure if Osama bin Laden indeed is dead. (Note from Eowyn: Bin Laden allegedly was killed by Navy SEAL Team 6 on May 2, 2011, although the Pentagon has no records of his death.)
  • 14% of respondents believe the CIA was “instrumental” in dealing crack cocaine into America’s inner cities in the 1980s.
  • 15% of those surveyed think the media or government add “secret mind-controlling technology” to TV broadcasts.
  • Only 25% of those surveyed think Lee Harvey Oswald had acted alone in the assassination of President John F. Kennedy. 51% believe there was a larger conspiracy.
  • 28% of respondents think Saddam Hussein was involved in 9/11; 51% don’t.
  • 28% of those surveyed believe that a “secretive power elite with a globalist agenda is conspiring to eventually rule the world through an authoritarian world government, or New World Order.”
  • 37% of respondents said global warming is a hoax; 51% think it is not.
  • 44% of respondents believe the Bush administration intentionally misled the U.S. about weapons of mass destruction in Iraq to promote the war; 45% said no.
