Congressman José Serrano [D-NY15] is at it again.

Once again, for the 9th time since 1997, Serrano is trying to get Congress to abolish the two-term presidential limit that was established by the 22nd Amendment to the U.S. Constitution.

On January 4, 2013, the first day of the 113th Congress, Serrano introduced in the U.S. House of Representatives, Joint Resolution 15: Proposing an amendment to the Constitution of the United States to repeal the 22nd article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.

This resolution was assigned to the House Judiciary Committee on January 4, 2013, which will consider it before possibly sending it on to the House or Senate as a whole.

According to govtrack.us, however, only 15% of House joint resolutions made it past committee and only 10% were enacted or passed in 2009–2010. Govtrack.us gives H.J.Res. 15 0% chance of getting past committee and 0% chance of being enacted or passed.

69-year-old José Enrique Serrano (photo above), a native of Puerto Rico, represents New York’s 15th congressional district in South Bronx, which is small in geographical size but densely populated and one of the few majority Hispanic districts in America.

A member of Congress’ Progressive Socialist Caucus, he is widely regarded as one of the most Progressive socialist members of Congress. Serrano has never won re-election with less than 92% of the vote, in what is considered one of the safest seats in Congress.

  2. Who elects these Socialist and I think that it should be against our Constitutional Law to elect a person that you know that is an enemy to our country, Constitution and our way of life! They have elected two in Georgia, John Lewis and Hank Johnson and they vote for everything that will drag our country down. They should be in prison, for the rest of their worthless lives! Semper Fi.

  3. Please take the time to notify your representatives that this bill is totally unacceptable. You just never know when they would try to pull the wool over our eyes, the way they slip items into larger, must pass bills.

    • hrmfc-notifying them does not work anymore,they are all moving at lightspeed to destroy America. We need to grab them up by the back of the shirt collar and throw them out the door. All of them. They all need fast,fair,speedy trials by the people. Remove and replace them. This is our duty.

    Have you noticed there is a new movie about FDR? This is a president who broke the rule of the 2 term limit for presidents. Our nation was rescued by his death, and the voters wanted nothing to do with another president like him. If you look at the political art of that time, it was almost identical to the Soviet artwork. I later found out FDR’s white house was riddled with people who were receiving money from Russia.

    Hollywood is trying to sweet-talk us with a false recounting of the story of FDR, in preparation for their messiah running for a 3rd term.

    Don’t let this president get a 3rd term. If you love your children, you must prevent this.

    President Reagan says that after leaving office he ”would like to start a movement” to repeal the constitutional amendment that limits Presidents to two terms.

    Mr. Reagan, in a restatement of a past position, said the limitation interfered with the right of the people to ”vote for someone as often as they want to do.”

    The President discussed the amendment and other issues in a television interview conducted by the British personality David Frost that is to be broadcast this weekend along with discussions with two former Presidents, Jimmy Carter and Gerald R. Ford. The program is to be followed in later weeks with interviews with candidates now seeking the Presidency.

    Whether Mr. Reagan will campaign actively to repeal the amendment remains to be seen. He has declared strong support for two proposed constitutional amendments, one to allow states to bar abortions and the other to prohibit Federal deficits, but has not worked for their passage.

  10. A Constitutional amendment is not likely to pass muster in Congress, if it did, it most likely would not receive the 75% to ratify it.

TO BECOME A STATE. UNFORTUNATELY, THEY’RE MOSTLY DEMOCRAT. THIS IS OUR GOVERNMENT’S FAULT: MAKING STATES/ETHNIC GROUPS BECOME DEPENDENT ON THE GOVERNMENT. YOU SEE IT WITH HISPANICS, PUERTO RICANS AND OTHER ETHNIC GROUPS. THEN, OF COURSE, THEY VOTE FOR THE DEMOCRATS.
